Tomcat's administration web application is no longer installed by default. Download and install the "admin" package to use it.

Where to find the administration web application?

If you have downloaded Tomcat version 5.5.20 then the admin application would be included here.

http://www.apache.org/dist/tomcat/tomcat-5/v5.5.20/bin/

If you have download a later version then I think starting at the URL

http://www.apache.org/dist/tomcat and work your way down to the latest build you want and in it's bin directory will be the apache admin client.

If you need further help please consult this link.

http://wiki.apache.org/tomcat/HowTo

For Tomcat 6 and 7 the administration interface is included.
